the only outlet that quotes someone is the hill…. and the way they have it worded its not clear if it is a quote from when he originally announced retirement, before he was given the job. so NO he didn't announce his retirement
additionally it incentivizes them to loot and steal as much as they can during their short time in office….. however i guess when they aren't entrenched they are harder to be bought and manipulated by outside interests
