OK, I think I'm understanding what is going on here.
When this graphic was first put up, anons thought maybe R was in the bunker. After watching the Bibi presentation, I don't think what is what Q was trying to say.

Rather, what Q was trying to make sure we understood is that R was providing the means to make that bunker happen. R may have been nowhere near that site yesterday, for all we know, until someone comes forward with sauce that says otherwise. But R played a part in Iran's nuclear weapons program.
Also, I would include in this that HRC played a role as well. That meme of her selling yellow cake to NK and Iran out of an ice cream truck is still one of my favorites y'all have created.
