It's both. Military will utilize chain of command. That's what militaries do.
Would the US military allow itself to fail? It's bigger than us. It is bigger than any entity. It will do everything it can to stay alive. We are it's masters, and it will not bite the hand that feeds it.
The US military is in the process of preserving it's future.
