Who was incharge of putting up fencing? Dc metro police/capital police/national guard? Somewhere that should be searchable, the money would of been appropriated in a special vote. Also no where has that much razor wire laying around. When were the orders placed and by whom? Throws the narrative off of it being an unknown attack since the response would of been pre planned
