Why use NG forces as opposed to other branches?

Here's why, anon:

1. The National Guard is the only branch of service with State arrest powers.

2. The DC National Guard answers SOLELY to the sitting President.

3. All other state National Guard units, when shifted even temporarily to augment another "state's" unit, thereby become subordinate to the commander of the receiving state.

4. Thus, the incoming Guard units have the same positions/authority, and de facto become, even if it's only temporary…

part of the receiving state's Guard forces and within their chain of command.
