Not really. I once watched one launched by the Marines go to 120k ft. They then released some of the Gas, and brought it to 80k, and it hung there, moving slowly about for the next 8 hours, before they sent the command which brought it down.
This was a Communications Relay Balloon. Actually pretty kewl stuff.
