Term-limited Congress critters will behave differently than those who think they've got it made for life if they can just grease the right palms. This is especially true of those who represent "safe" districts, where they are pretty much assured of being reelected. Term limits might also weed out the type of candidate who is only running because he/she sees it as the path to big money and big power.
