The other thing that is obvious is the placement of K rail cement barrier. It’s placed on the feet to keep fence from being pushed or pulled over. It’s always placed on side security. Security team can stand on it to defend people that try to climb over to escape out of capital.

If it was to keep people out of capital why give them a 4ft step to help get over fence?
