Not sure what you are seeing… They appear armed. Typically they'll have what used to be called SELARM or selective armament groups. % of the peeps will be chambered hot, next group will have magazines locked, none chambered. Next group will have live magazines on their person, nothing in the gun. My experience, everyone does it differently so anyone who claims there is a set way may be by the book correct but real world wrong.
All the sidearms will have ammo, I've never seen anyone carry an unloaded sidearm. USAF is typically the only one that carries a round chambered for whatever reason.
