However, any other material made at the same facility that somehow made its way to Iran, then used for an attack, would automatically be blamed on Russia - thus triggering a potential WW3. Except that some of the same material was sent to Russia If the attack occurred here, it could be blamed on Russia and possibly trigger a war. That would be closer to the plot.
