Viewing deck for what? nobody knows yet.
But there are plans for something to happen at the WH for sure.
The capitol is pretty far away from that structure, so it probably isn't for viewing inauguration (opinion).
Could be that since the capitol was damaged, they're still repairing it, and it is an eyesore for something as important as a Presidential Inauguration, so they are holding it at the WH. (opinion)
Nobody can be sure but it's really silly and naive to think people are going to be hung by ropes on 20 Jan.
