Yes it seems a voice over to me as well but I just wanted a copy to save offline.
It got dropped in a livestream I was listening to this morning. I opened the tab but just listened now. Was like: WHOA. Voice over or not, anonymous voice or not…his concern is as plausible scenario as any.
