First Image is a stock Photo of a Prison Fence. Guard Tower is OUTSIDE the Wire. Weapons in Tower. Wire roll is inside.
Second Photo, Wire is on Inside of the Fence. This is to keep people on the inside - IN. Soldiers are also inside, as is Capitol Building.
Bolts are always outside the prisoners area, away from Wire, and to hamper any tampering.
