There’s major spotlights shooting straight up from DC zone right now- looks like one huge beam of light and now they’re blinking

Photo proof of lights in DC. They blinked several times, stayed on for a bit then turned off, came back on, blinked and went off again. Still off at this point.
Don't think so- I wish I had better zoom to show how wide it was- looked like entire interior of fenced-off zone
