FISA Court stands for the Foreign Intelligence Surveillance Act and is the Court/Tribunal

that issues warrants for surveillance of Foreign Nationals on US soil.

THEY DO NOT VET ANYBODY coming into government as is implied here.

Given the open statement and the closing premise BOTH are bogus,

I don't give everything in between very much, if any, credit.
