DODI are numbered instructions generated by DOD. They have a numbering system, which is not sequential, so figuring out what Instruction miller may have issued has been elusive.
My other take on it, is an instruction =TO== Chris Miller, which would have to be from POTUS.
Makes sense that if Miller wanted to pass along instructions personally, he would do it like this.
