I don't know if it could be moved right away. Baby boomers would lose their shit, I don't know if most millennials had that much history to care. The idea could be floated to the public, perhaps voted on the same time we elect a new Congress.
If it happens that Trump is the last president, that somehow we advance to the point of needing less government, which is what I think will happen, the "holy" edifices of the government power won't be needed/wanted anymore. The current buildings would could become museums to remind people of the importance of very small governmentt and self-responsibility.
