This date was selected by POTUS deliberately before election certification though the report was late due to some agencies not being able to make the deadline with their contribution.
NEXT is the 45 days after the report was due, the DOJ has to announce their intentions on how to handle the information in the report. Deliberately assigned a date for AFTER inauguration.
