This has been posted dozens of times over the past 6 months.
We are told that this is a aircraft trial and the tanks enable the simulation of passengers and movement and balance.
Chemtrails do exist, but this particular photo is not a chemtrail plane.

re: AWACS reportedly circling near Tulsa
The AWACS with registration 77-0352 and callsign RCH is now circling at 31,000 ft. Its speed is not provided.
The other 2 AWACS are not shown on the map but there are two OILERs within the map area. Typically, I believe, these are air tankers that refuel other A/C in-flight. That might fit with your report of an AWACS circling for hours over Tulsa.
