If Pence tossed those electors then it would set a precedent that, from now until forever, the VP on the losing side of the ticket can unilaterally discard any electors he says he thinks are fishy and flip the election his his own favor and do it over the 9-to-1 objection of the rest of the chamber. Does anyone seriously believe that congress intended to give the VP that kind of unchecked power? Of course not. It's the Senate as a whole who can vote to discard electors. And Trump and his advisors surely knew that. It's theater (why? i have no idea).
