Sworn officers can make arrests. Guards don't need to be sworn.
Road deputy = sworn.
Jail deputy = usually unsworn.
sworn in as special police … powers of arrest.
In anticipation of them actually making arrests. Otherwise you have a few sworn full-time officers around to handle the as-needed blessings. They must be anticipating a lot of arrests.
