well i see a huge fail lurking in any plan to use the EAS/EBS to broadcast OTA directly to the normies thru their TV sets and radios. it still relies on thousands of local transmitters, and the local station managers can simply switch off the power. plan would require NG be sent to strategic transmitters nationwide PRIOR to any EAS/EBS broadcast.
