Every city is incorporated. Every city. That's how it works. Basically, a group people in a particular territory, by their own consent, establish a government with articles of incorporation that define the boundaries of the territory, the means of government, election of officials, and whatever else is necessary in that state or whatever they want to form their "constitution".
That act that gets quoted every time is simply solving some problems after the Civil War. Everywhere else in the United States, incorporation of a city is bound by the laws of the state and the federal constitution. The Constitution specifically carves out DC to be segregated from any single state, empowering the federal legislature to incorporate it in the same manner that local townsfolk would do. That act reincorporated DC with a new local government to solve the problems evident after the Civil War. That's it. Full stop. stfu gtfo
I think Trump has given them the final option. They've chose to hang themselves at every step these last 4 years. Will they go the distance? That is Trump's final offer. That's what "No Deals" means. Surrender now or face the wrath if you try to complete the coup.
Nothing will stop their destruction. Trump is a master at "owning the down side". Their destruction has already been sealed. They only have two options remaining: concede or go down in a ball of fire. Take your pick at which one is the up side for patriots and which one is the down side.
