There's an extensive tunnel system under D.C. The tunnels are for utilities, sewage, the aqueduct and the pedestrian tunnels beneath Capitol Hill. These intersect in several places. The tunnels were cut by large boring machines and can fit several men across.

 

The aqueduct tunnel is the longest and opens up at the Potomac several miles northwest of the city.

 

Interestingly, Trump National Golf Course sits on the Potomac in Virginia, just northeast of D.C., and there's a controversial war memorial overlooking the Potomac that reads:

River of Blood. Many great American soldiers, both of the North and South, died at this spot. The casualties were so great that the water would turn red and thus became known as ‘The River of Blood.’ It is my great honor to have preserved this important section of the Potomac River!

 

But historians say nothing like that happened at that spot during the Civil War. When asked about it in 2015 by the New York Times, Trump said numerous historians told his people the site was known as the “River of Blood” but he did not disclose who the historians were or identify who spoke with them.

 

Trump essentially told the report to write the story however they wanted, but many people were shot there.

Who or what is in the tunnels?

 

A flood of biblical proportions. It's going to be Biblical.
