Same guy who used a helmut to break glass panels in doors at scene of shooting at CAP on 6JAN2021 also seen moments earlier punching the glass over the shoulder of the DC police guarding the entrance.
Note that the doors could open in both directions and prolly did not need to be rammed. Coulda just pulled open easy peasy.
Look for the woman in foreground. Also look to the wall in background where shooting took place.
Game theory tends toward presumption that all interests are known and that actors are reasonable. AND that people want to split the difference rather than engage in open conflict.

The glass punching was to persuade police to move. The use of helmet was to extend reach to push glass panes out. There was no need to do any of that otherwise.

Previously, as his unit moved the police line back he had appeared from behind that line.
Later, after the shooting, he exited partway down the stairwell, stopped, changed his appearance, and re-emerged into the crowd.
Compare the high arm and downard stroke with the marks left in the glass panel.
The police moved aside shortly after this.
