Use of medevac choppers might sound plausible but I think is bs.
Consider your normal typical ambulance full of equipment for the casualty, it can carry a couple of paramedics, the casualty, and a couple of extra people. Would you use one for carrying a large number of people or would you rent a van/bus?
An air ambulance is much the same thing, why use a valuable resource like a medic chopper when you can rent, borrow a helo from an air taxi or commercial operator or flight school.
Furthermore the military has a vast resource of different types of helo from small trainer types to very large heavylifters.
It is a relatively quick job to repaint the military choppers to disguise them using acryllic temporary removable finish paint (ARTF) if they want them to look like civilian choppers.
