It's pretty obvious there will be a seamless transition to a military government UNTIL all legal votes are counted. Trump doesn't just get to be the new president without a legal counting. In the meantime, the Insurrection Act will be in place with Trump and his new administration. FEMA is led by HS not military. This appears to be the plan IMO.

Also White House countdown clock is posted on the FEMA Continuity of Government Page. This is how Trump appears to have a way around the military traitors. It's all ruled by the WH.
