The short answer is that it makes sense to have a citizen be in charge of the plan. It makes it less of a military coup. I am a bi-partisan. I have never served. I think there is some confusion

3/10 knows the plan. 10/10 knows the plan.

But each doesn't know every detail.

The details of the plan are compartmentalized, but the big picture and major stuff is 10/10.

The Project Monarch energy battery is somehow intertwined with real world stuff.

If the battery is polarized one way, it helps the government, if it polarizes the other way, it goes against their wishes.
