These are supposedly lists of kids who were used to harvest adrenochrome. The names are of the kids, not the perps.
I posted this general theory on over on GLP. I think it's the most plausible scenario. The military will have to take over for awhile and Trump will have to keep a low profile so the public on both sides will accept what's happening.
