so the entire chapter 11 is about military occupation. That's a good surprise. 11.3, though is about when the fun's over, so I still don't see how that's a good first marker. Hopefully more gems will come out of this thing.

WAY more connected than an occupation LEAVING a city. Not done with the law of war dig yet, but the big 3 (3,4,6) don't match the way I'd like to see them match.
