Regarding tunnels under DC. Former Georgetown student here. There are a few access points to the tunnels under campus that I've heard (but never tried) take you out of campus and to the rest of them. Here are pics from the tunnels under Georgetown

Never made that connection before, but C before D could have potentially referenced Cloak and Dagger secret society at Georgetown
