SAP
SAP = Special Access Program. Two types: (1) acknowledged and (2) unacknowledged (USAP).
SAPs have limited oversight access: Senate Appropriations Committee, Senate Armed Services Committee, House Armed Services Committee.
Common categories of SAP:
AQ-SAPs (acquisition)
IN-SAPs (intelligence)
OS-SAPs (operational and support)
There is also a fourth category: SCI-SAP
SCI = Sensitive Compartmentalized Information
DNI (Director of National Intelligence) has ability to create IN-SAPs.
SCI control systems are perhaps best known as IN-SAPs.
SAP documents require special marking: SPECIAL ACCESS REQUIRED (SAR) followed by CODEWORD in the documents banner line.
Example:
TOP SECRET//SPECIAL ACCESS REQUIRED - MOCKINGBIRD
MOCKINGBIRD could be "M" only
Compartments:
• Compartments are denoted by a hyphen
• Compartments are listed alphanumerically
• Sub compartments are separated by spaces and also listed alphanumerically
• Markings do not show hierarchy beyond sub compartments
Example:
TOP SECRET//SAR-M/AA-1 AB-2 AC-3
Could Q be referring to MARKINGS?
