When I interned at the VA, that's how Veterans files arrived, in the basement. We had to break them down and take them up to the mailroom on the 14th floor with carts. Each individual file could be as thick as multiple large dictionaries. We measured individual files by the foot, not by the page. Government is professional paper pushers, You ever seen the salt mines of the office of personnel management? Computers not used, pay and benefits and pensions of ALL federal workers done on paper by hand, not computers, in ONE location. Imagine how many people that is. That is a LOT of paper.
It''s not even religious, prayer has been proven to work scientifically, triple blind meta studies even. And that wasn't even the focused stuff that we are doing, those test where just 'pray how you want and we will see if it works'
Funny thing is, even secular prayer works. As another anon posted before, it's a quantum thing. The lowest fields of existance we know of, below the sub particles that are the building blocks of atoms, everything is connected together, and only 'works' with a conscious observer, and is all connected over both time and space.

VA letting vets die so they can have more money and get bonuses, refusing to let eligible veterans use the benefits they earned and are entitled to. Seen it first hand.
They also rig studies. Example, service dogs for vets, they intentionaly ignore outside data and science, run thier own internal test, and intentionally sabotage it, becasue under the law service dogs are consideered medically necisary medical devices for veterans with disabilities that want to use them, which means va is required by law to pay for adoptions fees, training, and medical care, as well as allow unchallenged access to facilities.
They tried to BAN me from VA housing because of my service dog. They refuse to provide any assistance with obtaining training, and try to bar vets with service dogs from VA hospitals. They fight against every research project into using service dogs to help disabled vets, because they have a financial stake against them.
I think this anon is onto something, my almonds are tingling.

Well I didn't have to pay that much, as allowed by law I trained my own dog, but that caused all its own problems. VA still fights me because its not from 'an approved agency' but there is no list of approved agencies, or any rule or law saying one is required, and they eventually give up when I stand my ground.
Have tried to separate us in the past, I won't let them do it.
I saved lots of money on the training, but it took years of work, and I know most vets don't have the time, knowledge, and experience training dogs I do to pull it off.
My dream is to become a 'licensed' trainer and to train service dogs for other vets and the VA won't even help me to do that which just pisses me off because it would be way cheaper than going back to college or doing trade school through the vocational rehab program which they won't let me do because of my service dog, even though they won't admit that is the reason for legal liability issues.
