This is important and should be applied to states also.
Legislatures enact laws. Then, codes and rules are formed for those laws. Lots of tampering with original intent can go on there. How those laws are applied and procedure can be really be manipulated. This usually happens out of sight although public may be allowed to participate- in the limited way that committees rig citizen participation. Most people are unaware this happens, get happy with some legislation, then wonder why it isn't working, beyond not being enforced.
