Standing army and using military for domestic reasons not in defense of a formal threat. Legalities require they be deputized to perform the dual duty and the NG as the "state militias" so they are not formal "regular" soldiers.
Could also be a LARPy trap to tie out those who "need to be deprogrammed" from the Q cult..
