From a friend who works one of these harbors:

There are a bunch of ships anchored outside the breakwater waiting to enter and get unloaded, the harbor is full, both Long Beach and POLA, nowhere to put a ship until one leaves. All the yellow dots are container ships, and there are a bunch anchored down in Huntington flats, never seen that before. Usually it gets busy at the end of July, big box stores filling warehouses getting ready for the Christmas rush, haven't seen it like this though.
