This is a missile (ICBM by the looks of the length, but not sure which type) transporter. Usually missiles are hauled up and placed in these when being pulled out of silos for maintanence or transport.

 

This is not a transport-erector LAUNCHER, though. Just a transporter. So maybe the poster didn't know he lived next to a solo? Sounds odd to you city folk but it's not rare out in the countryside.
