Operational Payment justification narrative:
From the end of June 2015 through November 2015, the GHS/CHS engaged (e,sub?) sources at the (looks Russian or "requested"?) direction to organize and facilitate meetings in Berling; Germany, between FBI, WMDD components and an (inovation/audience?) with knowledge of the Government of Russia bio weaponization efforts. From the outset, the CHS/GHS identified (the sub?) source to the FBI who in turn (affected?) the sub sourve whose contact was limited to the GHS ???? to do ?? and set meetings twice (September and November). However, on both occassion at no fault to the (GHS?) or the ??? source, the FBI (WMDD) cancelled at the last minute and the meeting was never conducted. Despite this the (GHS?) and sub source continue to be willing to facilitate a meeting. Attached is a (bill?) dated January 25. 2015, that was submitted to the CHS/GHS by the sub source for his services (meetings, briefings, reports, travel accommodations, meals) for 5000.00 Euro. ('302's/SO2's?)/1023's regarding the (attached?) documented in the file as are emails between (Legar/Legat?) made to the CHS to reimburse expenses paid to the sub source in this regard.
