Last bread I asked about line of succession beyond Pres pro Tem when an incoming administration's cabinet choices have not yet been confirmed. It does appear Pompeo leaves office at noon, and the acting Sec of State would be David Hale, and that Biden was involved in choosing Hale as the person who would be elevated from within State's hierarchy:

“We are expecting shortly a plan from the incoming administration identifying the career officials who will remain in positions of responsibility on an acting basis until the Senate confirmation process is complete for incoming officials,” Ortagus said in the statement … The department’s most senior career diplomat, Under Secretary of State for Political Affairs David Hale, who is No. 3 in the hierarchy, is expected to serve as acting secretary of state from noon on Jan. 20 until Blinken is confirmed by the Senate."

 

Hale was one of the witnesses in the Peach Mint, but I don't have an immediate sense of where he falls in that ruckus.

 

Other line of succession details:

 

The office of President pro Tempore (3rd in line of succession) is elected by the Senate from the majority party. I said earlier that I thought it was automatically the Senator with the most seniority, but that is not correct. Currently the Republicans hold

the majority, but that would change when the Georgia D Senators are sworn in, likely (but not certainly) today by news reports. After that happens, with Harris as the tie-breaking vote, D would hold the majority, and can elect one of their own to the Pres pro

Tempore position. Until that happens, Grassley remains in the office. I don't trust Grassley due to the Arizona EC certification vote, but he's who holds the office right now.

 

So if we get a Scaramucci Model acting President, without a full-scale military government, after Biden/Harris/Pelosi, right now Grassley is next in line, then it would likely be Hale. Introducing anyone else to the line of succession would take a Senate vote to

select a new Pres pro Tempore, possible I suppose if most of the Senate is arrested, but that's what it would take to get someone else in an early position in the official line.
