if the intel is accurate and Iran is pursuing a nuclear weapons program, then who is behind it? who wants Iran to have nukes? who else wants them to have nukes? why?

obama's nuke deal gave them an opportunity to pursue and it appears that they did. it also appears they are using northern Syria as a satellite facility to avoid inspection.

would it be safe to say that if Iran gives up it’s nuke program then Israel’s justification for having nukes (which they have never officially declared) would no longer exist?
