The Executive Order from 2018 is still in place. Trump isn't doing anything but signing the order. It is in the hands of Rosen, Pompeo, Ratcliff and Gaynor. They are the ones who act. The Attorney General and Secretary of State are authorized to take such action. The military is still all there. This is how I see it.
