These flags always there? I noticed no Prisoner of War flag during Obama inauguration..

In the permitting world, certain structures of a certain size require you to be zoned accordingly yadayadayada-bullshit etc…. What about the fences around the capitol and the different zones? What if by having a continuous structure in place (fences) surrounding the capitol they can now legally/undeniably designate the red zone (inner-most zone) a foreign occupied zone?
The black flag was flown today under the flag at the capitol building where Biden was sworn in. They had some very zoomed out shots today you could barely see it… My image above purely reference
