Many DDOS attacks come from tor. I believe they had to setup policies and controls because shills would attempt to upload large image files and potentially bring servers to a crawl or cause them not to respond at all. Clearnet is easier to stop and block these types of attacks by IP or subnet with a Web App Firewall.
