I can't find anything on the fringe in regard to the european union specifically however be aware two entities use this flag.

 

The flag of Europe or the European flag is an official symbol used by two separate organisations, the Council of Europe (CoE) as a symbol representing Europe, and the European Union (EU). It consists of a circle of twelve five-pointed stars on a blue field.

 

The Council of Europe is different from the European Union in that its purpose is to uphold human rights, democracy and "rule of law" in Europe. There are 47 member states.

Even though there is ongoing research being made about Washington's Commander in Chief Standard/Flag. It most likely dates back to 1775. Because it was Washington's personal flag, it was with him wherever he went — saw the same action as he did. A painting by William Mercer (Battle of Princeton) shows a large blue standard with a linear arrangement of stars. the one shown in my painting is from a Peale painting of George Washington that shows a blue canton with stars, only in a circular formation. The circular formation of stars on blue is also a device used in the Washington Life Guard Standard. Washington's Life Guards were his personal bodyguards.

As Captain Caleb Gibbs walked to the office of his Regimental commander, he wondered why he had been called there so urgently. He could not imagine that he had done anything wrong; perhaps there would be a forthcoming battle with the Brits; he could not come up with any good answers.

 

He met the Colonel and found him in good spirits — that was a relief. Five minutes later he sat in the chair and his head spun like a top. He learned that he had been selected to be the officer in charge of guarding the life and well being of the Commander of the Continental Army — General George Washington. Wow!

 

The General had sent out a request to all of his Regimental commanders asking that they select men from their units who were honest, with records of good behavior and cleanliness. About 50 of those selected would become the Life Guard Command.

 

Caleb had always shown great concern for the welfare of the men under his command, but the idea of being responsible for the welfare of the Commander in Chief – every hour of every day – was overwhelming. With the help of Providence, he knew he could and he happily accepted his new assignment.

 

For the next three years, Caleb and his men were by the side of General Washington for every important meeting with his generals, members of the Congress and every battle with British forces. It was an amazing experience and privilege to serve our nation, and General Washington, in such a special way.
