DOD Law of War Manual blocked?

 

This is the document that lists 11.3, 11.4, etc…provisions for belligerent occupation. How long has this been "forbidden?"

Maybe it's just me, but section 11.3 are describing the END of Occupying Power status. Applying this to the current state of affairs, Biden in the White House would deemed to be an belligerent occupying power. Which means that if 11.3 is the marker we think it is, then it has NOT been met yet.

 

And 11.3 doesn't describe any condition or obligatory response to be triggered by an event. It refers to 11.2 which outlines the conditions for belligerent occupying status, and then goes on to state when that status ends. I fail to see how this applies to anything right now.

 

Not saying it isn't relevant…the marker 11.3 would be realized once Biden is OUT of office, because that would signify the end of occupation. The rest of 11.3 describes the parameters which affect the behavior of the occupying power - not agencies domestic to the occupied territory itself.

 

I want to be sure some aren't misreading 11.3 or overstating its importance or relevance. Welcome any comments on what I'm missing here.
