This is war. Sometimes things don't go according to plan or schedule in a war.
What if it was supposed to happen like we thought, but the bad guys put civilians at risk with some threat? We know MIL would take that risk, but a threat to harm civilians would make them hold off for a time.
This would be consistent with their lack of concern for people, and consistent with Q saying they want to prevent civilian casualties.
What if there are two governments operating right now? Military and Biden. Biden and black hats can pass laws and admin orders, but Pentagon is not allowing them in or giving them intel, not placing themselves under his command?
What if the Military just needs a bit more time? We have seen the military is not giving Biden administration access to anything. This is good. It is a sign that the operation is still in process.
Be patient. They will stop at nothing, even destroying the country to prevent losing their power.
The inauguration is a fake, and they are powerless in the white house. It will happen.
