Some people understand, inherently, that the guy they can't understand is intelligent.
Often, this is because there is some way of sorting between those who understand reality and those who don't.
If two people come up to you and speak nonsense, but one of them can make the rocket they claim they can make, while the other can't make the chair they claim is the best - then you can have a pretty good idea that the one is smarter than you can understand (or… At least can build a rocket) while the other one is probably just dumb. The more times this repeats - the more confident you can be it isn't a fluke and the guy knows what he is doing even if you don't understand.
Reality is the judge of who is smart and who is stupid. There is a group of people - politicians - whose work does not revolve around anything real or practical. They gain simply through perception and as such do not understand how consensus means nothing before the tide.
