This anon is correct. There's video of some National Guardsman with a 10th Mountain combat patch which is worn on the right shoulder to honor having fought with the respective large-sized unit in a hostile environment.
I've not seen any evidence that the 10th Mountain division is in DC. They would wear their unit on the left shoulder, not the right.
