You all do realize that 11.3, 11.4, and 11.6 could also be found in a massive number of statutes, federal codes, and other manuals like this one that need to be sub-sectioned in this very commonly used format, right? I'm not saying it's necessarily not the case, but consider the bias used that was employed when the person who found this chose this particular document at this point in time. If it all lines up and fits, who knows? Then again, maybe not.
