The way videos sizes can stay small these days is by "guessing" the movement between frames instead of rendering each movement/frame individually.
The wall is static since there's no movement, so its really easy for the computer to "guess" the next frame.
Biden moving causing the artifacts since that's the area that changes from one frame to the next.
